WINDOW ROCK — The Navajo Nation Tribal Council on Tuesday rejected a referendum that would have imposed term limits for delegates and the speaker of the council.

The council voted 56-16 against the measure during the second day of its summer session.

The legislation, sponsored by Delegate Pete Ken Atcitty of Shiprock, N.M., would have limited delegates to four consecutive four-year terms and the speaker to four consecutive two-year terms. A delegate could take a term off and run for office after four years.

Some delegates argued that the legislation was a movement toward limiting the Navajo people's voice and that such an initiative should come from the Navajo people.

But Delegate Leonard Tsosie said the legislation was compatible with Dine Fundamental Law and represented "the greatest form of democracy."

The term-limit measure also failed in the council's spring session.

Also on Tuesday, Navajo lawmakers approved the $6.6 million purchase of the Inn of Gallup on the New Mexico city's west side. With the development of the first Navajo casino just east of Gallup, some delegates said the hotel could have good potential to bring traffic to the casino through a hotel shuttle service.

The Navajo Nation Hospitality Enterprise will operate the 212-room hotel and its convention facilities.
