State faults clinic over licensing

PHOENIX — A review by state health officials of a non-profit group's clinic revealed several problems including issues with licensing and record-keeping.
The report, released by the Arizona Department of Health Services, said the Chicanos por la Causa Inc. outpatient facility in south-central Phoenix was not licensed to provide counseling services, yet has been doing so since Feb. 1.
Health inspectors found a total of 11 problems during the September survey of the clinic, which could force the county or the non-profit to pay back money to the federal government, said Elizabeth Yaquinto, director of work-force management and development, which oversees the program.
Maricopa County, on behalf of the federal government, contracts with Chicanos por la Causa to provide services to people with HIV and AIDS.
According to county records, the organization is to receive $318,000 each year, through 2010, for mental-health, substance-abuse and psychosocial-support services, outreach and supportive case management.
State health officials are forwarding the findings to its enforcement team.
The penalties could vary from civil fines to a license suspension, although the non-profit likely will face a lower level of enforcement since no patients were harmed.
