It is still not clear if a concrete barrier built in a storm-water tunnel beneath Nogales is in the United States or Mexico.
A survey team from the International Boundary and Water Commission went into the tunnel Friday to determine the exact location of the barrier, but the commission didn't release the findings.
The location of the barrier — built by the U.S. Border Patrol without advising the commission — came into question earlier this week when the mayor of Nogales, Sonora, Marco Antonio Martínez Dabdoub, and other officials toured the tunnel.
The U.S. section of the commission sent Commissioner Carlos Marin to Nogales, and he agreed that it was close enough to warrant the survey. But spokeswoman Sally Spener said Friday that no official findings were available yet.
Earlier this week, the commissioner of the Mexican section of the International Boundary and Water Commission lodged a formal complaint against the United States for $8 million in flood damage he claims was caused by the concrete barrier. Officials with the Mexican section of the commission say technical data shows the barrier reduced the flow of storm water through the tunnel by 40 percent, becoming the catalyst for the July 12 flooding in Nogales, Sonora.
Marin, however, says other structures in the tunnel, including a pipe on the Mexican side, could have contributed, too.
