Homeland security chief to speak at University of Arizona law school

The secretary of the Department of Homeland Security, Michael Chertoff, is in Tucson this morning for an event at the University of Arizona.
Chertoff will hold a press conference at 10:20 a.m. before giving a lecture at 11 a.m. to law students at the University of Arizona’s James E. Rogers College of Law. He’s scheduled to discuss the separation of powers among the three branches of the federal government.
A protest is being planned outside the UA building to protest Chertoff’s use of a waiver created in the 2005 Real ID Act that allows the Homeland Security secretary to bypass compliance with federal regulations for border fences and roads. Chertoff has used the waiver five times during his tenure, including for three projects in Arizona.
