Netscape used to have an article in their database explaining how to edit the Windows 95/98 registry to fix this problem. However, they have removed this article.
StarNet cannot support editing the registry. An incorrect action could result in programs not working/functioning properly or Windows itself needing to be re-installed.
It would appear that Netscape wants users of its browser to use its new Netscape Communicator (which doesn't suffer from this problem). You can upgrade by going to http://home.netscape.com/download/ or http://www.azstarnet.com/service/getnet/.
Note: The full install of Communicator is about 14 megabytes in size. It also reguires at least 16 megabytes of RAM in Windows, preferably 24 megs.
