In the beginning...
What we did in Phase I of TSMS:
Determined that most city washes and culverts cannot handle larger flows.
Learned that public opinion favors treating storm water as a resource, not just as a nuisance to be disposed of quickly.
Heard that the public supports storm water management on a watershed basis and wants natural water courses preserved.
Established goals and objectives for the TSMS through extensive citizen involvement.
Produced "Concept Basin Plans" for six major watersheds.
