What is the biggest issue facing the district?
Bronson: The economy as evidenced by the rising cost of fuel and food, lack of access to affordable, quality health care and stagnant wages.
Branch-Gilby: Finding the way to keep water consumption within the bounds of slowly expanding water capacity.
Should Pima County cut taxes, and if so, what programs would you cut to offset the lost revenue?
Branch-Gilby: I am reluctant to make further cuts in the tax rate on property taxes at this time. The Arizona Legislature recently cut approximately $11 million in revenue sharing to Pima County and likely will cut more.
Bronson: Since 2000, I have voted to reduce the county tax rate. I will continue to do so, provided any further tax rate reduction does not threaten our ability to adequately fund public safety, parks or libraries.
What kinds of policies should the county adopt in regard to growth?
Bronson: New growth should occur away from areas identified as critical habitat, riparian, important migratory linkages or of high resource value. We should concentrate on sustainable infill development that has a mixed-use component that allows families to live, work, shop and recreate within a reasonable distance from their homes.
Branch-Gilby: Water demand must balance with water capacity. Growth must pay for itself. Direct future development exclusively within the current service-delivery area of water and sewer services.
Do you support raising impact fees?
Branch-Gilby: Whoever receives the benefit should pay the cost.
Bronson: I support raising impact fees in the targeted areas. Current residents should not bear the burden of paying for the infrastructure made necessary by new growth.
