Two men were shot, one seriously, early Saturday morning, when two groups of young men exchanged gunfire at the southeast corner of North First Avenue and East Grant Road, police said.
Two men were arrested on suspicion of weapons misconduct, and police may make additional arrests, said Officer Linda Galindo, a Tucson Police Department spokeswoman.
Police responded to reports of a shooting near First and Grant at 2:37 a.m. Saturday.
When officers arrived everyone involved in the shooting had fled, but police were able to talk to several witnesses who provided vehicle descriptions.
Police checked area hospitals and found a 19-year-old man with a gunshot wound to the leg who had been driven to the hospital by a family member.
Soon after, police found one of the vehicles described by witnesses near East Speedway and North Cherry Avenue and found a second shooting victim inside.
The 21-year-old man was taken to a hospital with a life-threatening wound. Galindo said Saturday afternoon the man is expected to live.
Galindo said, based on statements from witnesses and the involved parties, that police believe members of two rival gangs had an argument that escalated into an exchange of gunfire.
Police arrested Anthony L. Richardson, 18, on suspicion of weapons misconduct, and Anthony Coleman, 18, on suspicion of weapons misconduct and a narcotics violation.
Galindo said it is not clear yet whether Richardson and Coleman fired the shots that hit the victims, and more arrests may come later.
