Hybrid-plate cutoff reached

PHOENIX — The Arizona Motor Vehicle Division has said "no mas" on applications for hybrid vehicles to get special plates enabling them to use high-occupancy vehicle lanes while carrying only one person.
MVD said the experimental program has reached its 10,000-vehicle limit, so no more applications are being accepted.
Toyota Prius, Honda Civic Hybrid and Honda Insight owners were eligible for the program.
The program was capped at 10,000 vehicles to allow state and federal transportation agencies to study the potential effects on the Phoenix area's freeway system.
