● Tucson Electric Power Co. is seeking permission from state regulators to refinance about $133 million of lease debt related to its Springerville power plant common facilities leases and its Irvington Unit Four lease, according to the Arizona Corporation Commission. The utility panel will consider the company's request in meetings next Wednesday and Thursday in Phoenix. If TEP does not refinance by June 30, the leases will end and TEP must buy the facilities, which would result in a "special event of loss" of at least $59 million for the company, according to an ACC report. TEP estimates it can refinance for 2.5 percent below its existing interest rate.
● "Mom and pop" landlords can find lunch and legal advice in one place for free. The Independent Rental Owners Council will host a lunch seminar on Friday to talk about renters' responsibilities under the law and have a question-and-answer session with Tucson lawyer Joe Valenti, who represents both tenants and property owners. It is open to landlords with fewer than 19 rental units, including single-family houses and duplexes. The meeting will begin at 11:15 a.m. at Title Security Agency, 6390 E. Tanque Verde Road. ● Radiology Ltd. has opened a new office at 5960 N. La Cholla Blvd., giving the company 10 offices in Southern Arizona. Radiology Ltd. is a physician-owned group practice that provides diagnostic imaging services, such as MRIs.

● The Bush administration, pushing to expand export opportunities for U.S. companies and farmers, announced Wednesday it is launching free trade talks with Malaysia, America's 10th-largest trading partner. Both sides predicted the talks, which are expected to begin in June after a 90-day consultation period with Congress, can be wrapped up by the end of the year.
● TiVo Inc., the maker of the popular set-top digital video recorder, announced a new pricing structure similar to cell-phone service schemes: subscribers would no longer have to pay upfront for the set-top box but would face only charges based on the length of a service contract. TiVo on Wednesday reported narrower fourth-quarter losses in line with Wall Street expectations.
● Micron Technology Inc. said Wednesday it will acquire flash-memory maker Lexar Media Inc. for about $688 million in stock as it tries to leapfrog competitors by moving its products into retail stores. Boise, Idaho-based Micron, which started selling NAND flash memory 14 months ago, said acquiring Lexar will boost its position in the market for the microchips, which are used to store data in cell phones, digital cameras and music players such as Apple Computer Inc.'s iPods.
