Man arrested on dog-abuse charges

A man sought by the Pima County Sheriff's Department on charges that he burned and sexually abused a dog was arrested Monday night.
Wayne Dean, 38, was found in the 16000 block of West Chumblers Road in the Three Points area after deputies received a phone tip, said Sheriff's Department spokeswoman Deputy Dawn Barkman.
Dean was arrested on a warrant. Deputies said they also found marijuana on him, Barkman said.
He was being booked into Pima County Jail on Monday night.
The arrest warrant was issued two weeks ago when Dean did not show up to court, Barkman said.
Dean is facing four counts of cruel mistreatment of an animal and seven counts of cruelty to animals.
According to the Sheriff's Department, Dean failed to get veterinary treatment for a greyhound named Otis or provide him with food or water.
Also, Pima Animal Care Center officials said the dog had new and old cigarette burns on his face and body, his left ear had been bitten by a human and his tail cut off.
There was also evidence of sexual abuse, according to court documents.
Witnesses told detectives that Dean had been seen wearing a dog's tail on his belt, according to court documents.
Otis was later euthanized as a result of his injuries.
